The research planning and development department provides guidance on strengthening the institutional capacity in research and development. The department provides strategic directions and set development priorities towards expanding the coverage and the quality of health care services. It also provide directions on creating opportunities and linkages with academia, multilateral and bilateral organizations the department is headed by an advisor who is member of Institutional Management Committee.

Dr. Jasim Anwar is a senior-level consultant, development and public health specialist with more than 15 years of experience with UN agencies and various Governments. He is visiting faculty at University of New South Wales, Sydney.
Civil Registration and Vital Statistics, SDGs, Maternal and Perinatal Mortality Surveillance, Health System Strengthen, Information Systems, Policy Formulation, and Socio-economic analysis.
